What is CARS (Car Allowance Rebates System)?
Formally known as the Cash for Clunkers legislation, it provides incentives to the owners of older, less fuel-efficient vehicles to trade them in and purchase new, more fuel-efficient vehicles. This program was made to give benefits to consumers, dealerships, and help slow the use of fuel and reduce fuel emissions.
Where are we at with the status of the Cash for Clunkers legislation?
President Obama has signed the legislation, now known as Car Allownace Rebate System into law. The NHTSA is working with dealers to create the rules and regulations then you can look forward to trading your vehicle in!
Are there any other restrictions, like how long I’ve had the car?
Yes! The vehicle must first be in a driveable condition and must have been both REGISTERED and INSURED to the same owner for at least a year prior to the trade-in.
Where do I go to claim my voucher?
The dealer where you trade your vehicle will apply the voucher at the time of your purchase or lease signing.
What if I’m leasing my vehicle?
You have to lease the vehicle for a minimum of five years.
What if my car is worth more than the voucher?
You’re still only going to get the maximum based on the qualifications you meet. By law the dealership will provide you an estimate of the scrap-value of your vehicle. You will not receive the money in this estimate, ONLY the voucher in which you’re eligible for.
My car isn’t an American car, am I eligibile?
Yes, this applies to all cars, whether foreign or domestic.
My truck does not have a fuel economy rating, where can I find it?
First you want to check the EPA website otherwise if it is a work truck they are often times not rated for fuel economy. You may still trade it in as long as it is 2002 and earlier up to 25 years old. There are other restrictions that you will want to check with your dealer as well.

I traded my car in today, can I still get my voucher when the legislation passes into law?
You will not be able to receive a voucher on a previously traded vehicle, even if it met the qualifications.
